Emails are counted when we hand them to the delivery provider: issues, test sends, welcome emails and confirmation emails. A campaign to 5,000 subscribers counts as 5,000 emails.
Contacts are active subscribers who can receive your emails. Unsubscribed, bounced and dormant contacts do not count toward the limit.
